School Assemblies in Maryland: Programs, Costs & Booking

Quick answer: Maryland is structurally unlike any other state we work in. It runs 1,408 public schools across just 25 districts - almost all of them county-wide - serving 891,525 students. One district is effectively one county, which means a district-level booking can cover dozens of elementary buildings and drops the cost per student further than anywhere else in the country. Maryland's Safe Schools Reporting Act requires reporting of bullying incidents, and local policies must be refreshed against the state model every five years.

25 districts is the whole story

Maryland operates 1,408 public schools across 25 school districts, serving 891,525 students with 63,071 teachers (NCES, 2024-25). Compare that with New Jersey - 2,557 schools across 697 districts - and the difference is extraordinary. New Jersey averages under four schools per district. Maryland averages fifty-six.

Maryland's districts are county-based: Montgomery County Public Schools, Baltimore County Public Schools, Prince George's County Public Schools and so on. For an assembly coordinator that changes everything about who you talk to and what you can buy.

  • The decision is made centrally. Individual principals have less unilateral booking power than in a small New Jersey district. The conversation usually starts with a curriculum, student services or climate office.

  • The purchase can be enormous. A county office booking a week or two of consecutive days across a dozen elementary buildings is a normal Maryland arrangement and an unusual one almost anywhere else.

  • Per-student cost collapses at that scale. A performer covering fifteen buildings over three weeks reaches many thousands of children, and the day rate does not rise in proportion.

What Maryland requires

Maryland's framework runs through the Safe Schools Reporting Act, which requires school systems to report incidents of bullying, harassment or intimidation against public school students. Reports can be made by a student, a parent or guardian, a close adult relative, or a staff member, covering conduct on school property, on a school bus, or at a school-sponsored activity.

  • A state model policy exists, and county boards must submit local policies to the State Superintendent and update them every five years against changes to that model (StopBullying.gov).

  • Local policies are developed in consultation with parents and guardians, employees, administrators, volunteers, students and other community members.

  • The model policy covers prohibition statements, definitions, anti-retaliation protections, consequences and remedial actions, reporting and investigation procedures, notice to affected parties, support services for students involved, and the reporting forms themselves.

The practical consequence for you: Maryland's requirements are strongest on reporting and policy and lighter on mandated instruction than, say, Massachusetts. That means a prevention programme is something you choose to do rather than something you are compelled to do - so the case you make internally has to be about outcomes, not compliance. The Maryland State Department of Education's bullying prevention page is the starting point.

Who pays for it

Three lines, and most schools only know about one.

  • Title IV-A. Districts receiving $30,000 or more must spend at least 20 percent on Safe and Healthy Students and at least 20 percent on Well-Rounded Education (US Department of Education). Anti-bullying and character programming sits in the first bucket; music and arts in the second. Ask your district's federal programs coordinator - this is the most underused route in the country.

  • County-level climate and safety budgets. With 25 county systems, the budget line you want usually sits at county level rather than in the building. That is a longer conversation and a much bigger booking at the end of it.

  • State and district safety or climate budgets. Most districts hold a small line for climate programming that building principals do not know exists. Ask student services directly.

  • PTO or PTA. Fast and flexible, and it should be your top-up rather than your foundation. PTA fundraising ideas for assemblies covers the approaches that work.

Grant routes are listed in grants and funding for school assemblies.

What an assembly can and cannot do - anywhere

This does not change by state, so we will say it once. The US Department of Health and Human Services is explicit that effective bullying prevention is a whole-school approach sustained over time, not an event. An assembly with nothing before or after it is an hour of entertainment.

What has strong evidence behind it is the programme around the assembly. Durlak and colleagues reviewed 213 school-based social and emotional learning programmes covering 270,034 students and found an 11-percentile-point gain in academic achievement, alongside improvements in behaviour and attitudes toward school. The assembly's job is to launch and reinforce that work: one shared vocabulary, delivered to everyone on the same morning, in a form children remember.

For scale, about 19 percent of students aged 12-18 reported being bullied at school in 2021-22, down from 28 percent in 2010-11 (NCES). Improving, still one child in five.

Getting to Maryland

Maryland is a long drive or a short flight from our Capital Region base - roughly the same distance as Ohio, closer than the Carolinas. It works well as a two or three day block rather than a single visit, which fits Maryland's county structure neatly: a county office building several days across several schools is exactly the arrangement that makes the travel disappear into the per-student number.

We travel across the United States. Maryland is one of the states where the county system does most of the work of making a trip viable.

Four questions to ask any provider

  • Do you split by grade band, or is it one K-5 show? Split is better above about 400 students.

  • Do you bring your own sound? They should, and setup is about forty-five minutes either way.

  • What do teachers get for Monday? If the answer is nothing, keep looking.

  • What will this programme not do? Anyone who says 'nothing' is selling.

The longer version, including how to price per student and what to check in the contract, is in how to choose the right school assembly program.

Frequently asked questions

Who books assemblies in a Maryland county system?

Usually a curriculum, student services or school climate office at county level, sometimes with a principal or PTA driving it from the building. Start centrally if you want more than one school covered.

Can a county book multiple buildings at once?

Yes, and it is the arrangement that gets you the best value in the country. Tell us the number of buildings, the enrolments and the window, and we will tell you what is realistic.

Does Maryland require bullying prevention instruction?

Maryland's law is strongest on reporting and policy. Instruction is not mandated the way it is in Massachusetts, so your internal case should rest on outcomes and climate data rather than compliance.

How far ahead should we book?

For a single building, six to eight weeks outside October. For a multi-building county booking, three to six months - those need to be built into a run.

Next steps

If you are coordinating for a county system, the most useful first message tells us the number of buildings, the enrolments and the window. Send it via the booking page or contact us, and see school assemblies nationwide for how travel works.
