School Assemblies in Virginia: Character Education & Booking

Quick answer: Virginia is the state where our programme maps most directly onto the statute. Virginia law requires every school board to establish a character education program (§ 22.1-208.01), and the state's anti-bullying provisions require those programs to address the inappropriateness of bullying. Virginia runs 2,126 public schools across 209 districts serving 1,257,315 students. If you need to justify a character education assembly to a board, Virginia hands you the argument.

Character education is not optional in Virginia

Most states require a bullying policy. Virginia goes further: under § 22.1-208.01 of the Code of Virginia, each school board must establish a character education program in its schools - either within existing programs or as a separate one, during the school year, in a summer youth development academy, or both.

Virginia's anti-bullying framework then requires districts to establish character education programs that include content addressing the inappropriateness of bullying (StopBullying.gov). Read those two together and the position is unusually clear: a character education programme addressing bullying is a thing your school board is already required to provide.

That does not mean it has to be an assembly - a classroom curriculum satisfies it perfectly well. But it does mean the conversation with whoever holds the budget starts from a different place than it does in most states. You are not asking to add something. You are asking how to deliver something already required.

The rest of what Virginia asks

• A statutory definition. Virginia defines bullying as aggressive and unwanted behaviour intended to harm, intimidate or humiliate, involving a real or perceived power imbalance, repeated over time or causing severe emotional trauma. It explicitly includes cyberbullying and explicitly excludes ordinary teasing, horseplay, argument or peer conflict - a narrower definition than many states.

• Codes of conduct. Districts must include policies and procedures prohibiting bullying in the student code of conduct, consistent with the state board's standards.

• Employee education. Each school board must implement policies and procedures to educate employees about bullying and the need to create a bully-free environment.

The narrow definition is worth noticing. Virginia deliberately carves out peer conflict and horseplay, which means your staff need to be able to tell the difference - and that distinction is one of the harder things to teach children. The Virginia school landscape

Virginia operates 2,126 public schools across 209 districts, serving 1,257,315 students with 94,345 teachers (NCES, 2024-25). Districts are mostly county and city based - roughly ten schools per district on average - which puts Virginia between New Jersey's fragmentation and Maryland's county-wide consolidation.

Practically, that means a district-level booking across three or four elementary buildings is normal and easy to arrange, and the person to talk to is usually a district instruction or student services office rather than a single principal.

Who pays for it

Three lines, and most schools only know about one.

• Title IV-A. Districts receiving $30,000 or more must spend at least 20 percent on Safe and Healthy Students and at least 20 percent on Well-Rounded Education (US Department of Education). Anti-bullying and character programming sits in the first bucket; music and arts in the second. Ask your district's federal programs coordinator - this is the most underused route in the country.

• The character education line. Because character education is statutorily required, some Virginia divisions carry a dedicated budget line for it. Ask by name - it is the one piece of leverage Virginia gives you that most states do not.

• State and district safety or climate budgets. Most districts hold a small line for climate programming that building principals do not know exists. Ask student services directly.

What an assembly can and cannot do - anywhere

This does not change by state, so we will say it once. The US Department of Health and Human Services is explicit that effective bullying prevention is a whole-school approach sustained over time, not an event. An assembly with nothing before or after it is an hour of entertainment.

What has strong evidence behind it is the programme around the assembly. Durlak and colleagues reviewed 213 school-based social and emotional learning programmes covering 270,034 students and found an 11-percentile-point gain in academic achievement, alongside improvements in behaviour and attitudes toward school. The assembly's job is to launch and reinforce that work: one shared vocabulary, delivered to everyone on the same morning, in a form children remember.

For scale, about 19 percent of students aged 12-18 reported being bullied at school in 2021-22, down from 28 percent in 2010-11 (NCES). Improving, still one child in five.

Getting to Virginia

Virginia is a long drive or a short flight from our Capital Region base. Four questions to ask any provider

• Do you split by grade band, or is it one K-5 show? Split is better above about 400 students.

• Do you bring your own sound? They should, and setup is about forty-five minutes either way.

• What do teachers get for Monday? If the answer is nothing, keep looking.

• What will this programme not do? Anyone who says 'nothing' is selling.
